This is the official link for the California Dept. of Justice page on Megan's Law.  Megan's Law is a statute that was enacted as a result of the killing of Megan Kanka at the hands of a known, registered sex offender who was living across the street from the victim, unbeknownst to the victim's family.  It requires most all sex offenders in CA to register and allows the public access to this information.
